well because i remember one time i had got a 2,000 check back in 2003 because he went to jail and he did have support he wasnt paying ..so basically youre telling me theres nothing i can do about all this money he owed and the state did nothing and knew where he was he worked so they knew

I'm telling you there's nothing you can do to the state. Go after the father's property. He owes you, not the state. You could have taken him to court just the same as the state could have taken him to court; you could have even hired a lawyer and taken him to court.
