Reply to a summons for child custody

My husband currently has custody of my children and he we are currently trying to change that around. I have been served the summons and have to give my written response but I'm not exactly sure what to write. The following is what he wrote on the SUPPLEMENTAL PETITION TO MODIFY CUSTODY OR VISITATION AND OTHER BELIEF:

Where it says since the final judgement there has been a sunstantial change in circumstances and those substantial changes are as follows and it states the children's names and that they will change their primary resident to me. Then it asks to modify the custody and it explains: Primary resident parent will change to mother. Then in conclusion it state this modification is in the best interest of the children because: The previous agreement was to be temporary until the mother was settled into a more aqequate living arrangement. Could you please advise me on how to reply to the summons.

It depends on whether you agree with the claims and requests in the petition or not.
