Representation of Dependent Children
Does a child in placement by the CPS have a right to an attorney or guardian ad litem during a contested adoption, and during dependency hearings? If a guardian had been appointed earlier and then dismissed does the agency have to notify the legal custodian. And is the guardian supposed to see the child and legal custodian when they are assigned? Does a child have any rights while in placement?
