can the residential parent put minor child on medication for ADHD without the other parents consent?

No. Parents must agree what medications the children will take. If there is a dispute, they must go to the judge. This happens often with ADHD medications.

Asa practical matter, though, the judge is just going to follow the doctor's advice, which is that the child take the medicine. The real problem arises when the other parent finds another doctor who says the child should not be on ADHD meds, and the judge must decide between two doctors.
