restraining order / police officers
My fiance's ex is a Florida State Trooper in Pinellas Park, FL.
They have NO minor children and no
visitation issues to contend with.
He has a continuing habit of making calls to her home, her cell phone and her office for no ligitimate reason.

What you have described could be considered "harassment." Check with the local authorities. If nothing happens, as you suggest by mentioning that he is a FHP trooper, then she can seek injunctive relief.
Her local attorney can assist there.
