Signing over rights

I would like my son to have my last name and I want to know what kind of process I need to go through and the forms needed to have his father sign over all parental rights

A father can't just "sign over [his] parental rights." A child has a right to have a father, and you would both be taking that child's right to a father away. However, if you are married, you may be to have your new husband adopt your son. That way, your son would not be deprived of a father.

What you want is complicated, and you should consult an experienced family lawyer.
