Legal Question in Family Law in Florida

My sister is mentally retarded and lived at home with my parents. Mom died in 2012 & dad died last month. She does not have a legal guardian. She can't live alone or take care of herself. I've called three agencies and was told I am her guardian and that to place her in a home will take several months. I have to wok and I am a single mother. Where can I take her? I can not be her guardian.
