You should not rely on or take action based on this communication without first presenting ALL relevant details to a competent attorney in your jurisdiction and then receiving the attorney's individualized advice for you. You will need to file a Motion for Contempt in court. The settlement agreement is generally incorporated in the final judgment entered in the divorce and your ex husband's actions would be a violation of the final judgment.
