Legal Question in Family Law in Florida

My son is 8 years old and his father hasn't been in his life since he was 3 he doesn't pay child support we have no contact with him I'm currently trying to get rid of rights that he may have and my fiance wants to adopt him what do I have to do to get this process started and is it even possible to do this? The fathet already said he will consent to signing over his rights but its only because he doesnt want to pay child support.
