My sons biological father signed Stepparent Adoption: Consent and Waiver by Parent form so that my husband can adopt my son. He signed this form in October of 2017 and it was notarized. Now he wants to file for joint custody due to child support telling him he still has to pay. Can you file for joint custody and win?

You should have filed the adoption papers immediately. Since no adoption has been filed/approved by a court it is possible for the Bio Father to win. Answer may depend on the language in the consent documents. See a local attorney immediately with all papers.
