Legal Question in Family Law in Florida

I have my son's friend living with me. He is 17 years old. He has lived with me for a year now. His biological mother is out of the picture and his biological father and him have had a falling out. His father has asked him to change his address so he does not have to pay any additional money in insurance. His father has stated he will not sign for any medical treatment or be of any further help to him. I will need to enroll him in his seenior year of school come fall. How do I do this with the school. What do I do

Petition the Court for Guardianship. You have no authority.
