After a Spouse has remarried and not reported it to her attorney, should there have been a Reduction of child support, so that the Parent with Visitation is not paying the overhead and care for the Custodial Parents new relationship and other child ? and what Article in the law books demonstates that situation.

Remarriage does not generally fit into the calculations for child support. The Child Support Guidelines are based on the incomes of the parents, not the expenses, and not the incomes of new spouses.
In most cases there is no requirement that an ex-spouse notify their attorney that they have remarried, unless the final order requires notification. This typically applies to alimony situations, and not child support.
