In the state of Florida, Does a Parent or Gaurdian have to be present in the room when a CPS worker takes pictures of a childs private area?

Depends. If the state requested pictures, then I would have to guess that they also appointed an guardian ad litem for the child. That person should be present for pictures and well as any appearances with law and/or legal repres.
