In State of Florida - person in contempt for not paying alimony and now wants to pay half amoumt. Is person still in conte,pt?

The black/white answer is yes, the person is still in contempt as they have not fully complied with the court order (which would be the entire payment - unless there is an alternative order expressing different payment terms). The penalty for being in contempt will vary depending on the circumstances (which are unknown to me, so I can't advise beyond the above).
