Out of state relocation and dependancy against NCP

I received custody of my children after Duval county gained dependancy against my ex - husband. In our original divorce papers it stated that we could not move the children out of state. Would this still apply ? If not, how would I go about doing this? What are the chances it may be granted ? Can he fight it, and how long does this normally take ?
