Statutory rape producing a child

I am attempting to receive medicaid in the state of fl. They want me to cooperate with child support enforcement. The father of my 3 year old was 36 at the time of conception and I was 16. He has had no further contact with the child or myself since before her birth. I filed no charges, but do not want him involved as she only knows my husband as her father. Also, I do not believe it would be in her best interest. Is this enough for a ''good cause'' claim to not cooperate? Also, I do not receive nor ever received child support from him.

You can't just get money from the state when you should be getting money from the father. It doesn't work that way. We taxpayers don't have to bear a burden that is legally his. We shouldn't have to give you money (in the form of Medicaid) when the father should be providing insurance and child support. If you want Medicaid, you must agree to allow DOR to seek child support from the father.
