Legal Question in Family Law in Florida

Can my step-mom, who lives on the West Coast, sue me for negligence and abandonment if I don't return the power of attorney to her if I'm not nearby to make medically necessary decisions for my father? I don't live in the U.S., but my father resides in an ALF on the East Coast.
