My stepson had a baby with his now ex girlfriend, she will not allow him to take his son anywhere she is now refusing to let him come over and see his son, what are his options

He has NO rights/obligations/responsibilities to the child until a court says so. Mom is probably acting within the law. If he wants to maintain contact he should see a local attorney ASAP.
