I've been stuck in a DCF case for the last year. The judge is expected to close the case next month and keep my daughter in counseling. I have plans to move out of state in June for job reasons. If the case is closed, am I free to move even if the counseling is to continue as I can do that where I move?

If the Judge orders counseling you will have to seek the court's permission to transfer the counseling out of state.
Furthermore, if there was an order for time sharing (visitation with the other parent) or if one is currently pending, you need to seek the other parent's permission in writing to relocate. If the other parent refuses, the court's permission is needed after Petition.

You will need an order to relocate. Don't waste time in asking permission in writing from the other parent - doesn't hold up as well when the other parent says no I did not give permission and no that is not my signature. Be safe. As to the counselling - have the order modified to allow counseling out of state.
