Legal Question in Family Law in Florida

I would like to know if i can sue the Foster Care System here in FL? In the 8 years spent in foster care here, I endured mental abuse and physical abuse while in foster care. Moving from home to home caused me to have PTSD. I suffer form many mental illness.
