Support Enforcement

I am set up with Florida's Internal Revenue child support enforcement. When I was set up with Broward County support enforcement if I didn't recieve payments they would set up a motion of contempt. In the past 7 months I have only recieved one partial payment. When I contacted Internal Revenue they told me that they still show that a payment was made so there was nothing I could do. Can I issue my own motion of contempt for not recieving my monthly child support payments?
