if I live in Florida and had support taken out thru NYS and want to file a petition for child support to be adjusted, do I need to go thru NYS or can I file in Florida?

It depends. If the mother lives in Florida or if your divorce was in Florida (assuming child support is pursuant to a divorce), you can file in Florida. Otherwise, you'll have to file in New York.
