Termination of Parental Rights

I would like to know if an alleged father can sign away his parental rights because he does not want to be involved in the child's life. And, if this is possible, is there anything I can do to insure that he is still legally financially responsible for the child.

It is not clear what "alleged father" means. Paternity can be proved through a test and the father can be required to support the child through court action. Parental rights can be removed through, e.g., adoption, where a parent consents to the adoption of the child by another and his parental rights and obligation to support are removed.
