Legal Question in Family Law in Florida

Is there a such thing as "grand-parent laws" in the state of florida?

Can a wheel-chair bound grand-father and a grand-mother who has MS, (both are 51 and 61 years old) be awarded custody of a 2 year old child?

You could get custody if the parents are guilty of abuse or neglect, but, of course, your physical health won't help your case very much.
