Threats of Non Child Support

My ex-husband is using child support payments for leaverage because I have had to find more affordable housing and cheaper daycare and healthcare do to him not paying his entire court ordered support. Now he is saying he will not make anymore payments at all if I don't sign an agreement to lower his support amount. What are my options?

Unless he has a change of financial circumstances the court will enforce its order.
