i have a temp restraining order on my husband, can i still call his mother and ask how my husband is doing?

You can call whomever you like. The restraining order is against him, not against you!

Don't know how much info HIS mom will share with you though.

Of course. The restraining order only prevents him from contacting you. You are not encouraged to call him but calling his mother is perfectly legitimate.
