She had no right to remove him from the State of Florida without a court order granting her custody and allowing her to take him to another state. Faving said that, without funds for an attorney, your brother will have a hard time pursuing her. He may wish to consult with Legal Aid of the county in which he lives and see if they can provide an attorney for him.
