Visitation interference or Modification

Mother is NCP in IL. Father is CP in FL. Mother has very generous visitation schedule but cannot afford to exercise all scheduled visits-Can't afford even when working full-time. Christmas visit almost did not happen because of indigence. CP refuses to allow the 6 year old to fly alone. Child will be seven in August and NCP told CP we definitely want to have son flying alone at Thanksgiving. That would have given us almost a year to prepare son. It is the only way we would be able to afford the visit. Son is not averse to flying alone. Visitation decree does not mandate mother to fly with son. Can we force CP to allow son to fly alone? Or, do we have to go back to mediation to get that included in visitation decree? We are stuck between rock and a hard place because we can't afford attorney-have checked legal aid - and we cannot afford to fly down for the hearings.

If you want it enforced, you can only have that done through a court. You can try to come to an agreement with the CP but, again, if it's not in the decree, then he/she does not have to agree.
