Does the other parent have to answer the phone during visitation?

Yes, they are supposed to have the child available to speak with the other parent when needed. That being said, it is hard to prove if they ignored the phone, you misdialed, or they were not home. Many parents resolve this issue by giving the child a cellular phone to carry.
