Would like to know waht rights does a man have who's name is on a childs birth certicate and not the biological father, vs a man who has DNA proof that he is the biological father?
Does the man who signed the birth certifacate have to pay child support?

A quick answer to your question is yes if you signed on the birth certificate then the Mother has a right to go after you for child support. You did not mention if there's already been an administrative order or other court order stating that you pay child support each month. However, if there has been no action, you may need to file a Petition to Disestablish Paternity immediately.
