Legal Question in Family Law in Florida

Wanting to Relocate

I have read all previous questions but not one really applies to mine....I live in FL but want to go back to CA where my family is. My ex-husband is working in Kuwait and does not have the ability to see the kids for his part of the custody agreement. Can he contest me moving if he is not even in the state of Florida and has no plans to work ther for the next couple of years? I have an older daughter whos father is also in CA and would like to get her closer to him and at least one of my three kids can see thier father. how can he contest me moving if hes not even there to see them? He is paying child support but so is my oldest daughters father.
