Can a wife leave the state of Florida with her children because the husband is hooked on heavy drugs and taking all the household's money, including money for food, to stay with her mother in NY without being brought up on charges?

If the marriage is over, then it is over. In that case, file for divorce. If you pursue divorce, do so in Florida, and seek the Court's permission to relocate.
If you leave, he might run to the Court house, and claim that you fled to deprive him of his children. If the Court beleive's him, they might Order you to return the kids. In any case, I would suggest getting something in writing from him saying he is ok with you taking the kids. That probably will not meet the statutory requirements, but it might stop him from running to the Courthouse.
This is not a criminal matter.
