my new wife is provinding insurance for my son and my x wife wants access to the insurance information, can she have access to the account when it is not under my name

If the court papers state that you are to provide insurance for your son and you have allowed your NEW wife to do that on her insurance, then YES she should be given the information - an insurance card, so that if she needs to file for insurance for HIM, then she can without having to call you for permission.

If your new wife is providing the insurance coverage for the child, you should provide your ex wife with a copy of the insurance card.
