My wife and I sepperated but never divorced, While seperated I had a child with another woman, Now my wife and I are back together. The mother will not allow us to see him. What rights do I have to the child? Does my wife have any rights to the child?

You have the same legal rights as the biological mother. Unfortunately, your wife does not have any legal rights unless she adopts the child. You need to petition for visitation rights in order to be able to see your child without the interference of the biological mother.
