Legal Question in Family Law in Florida

I am wondering if its child neglect to use provocative words towards a child, i.e ass, jerk, shit head, etc. The child is always in trouble, rude, and talking about harming or other wise "killing" another child. But is a good child within the care of other adults.

It is not child neglect but certainly Child Abuse.
