can a facility limit FLMA to certain employees
I am a supervisor and wanted to know that because I am a supervisor and I cannot give the required 30 days notice, if they can deny the request or make me wait 30 days?
If they deny the immediate FLMA can I ask for intermittent time off(FLMA) for the time leading to the total out of work? Tell them I will work 4 hrs a day till they have their 30 days notice?
DO I notify my boss or HR first?

Not sure that I understand everything you are asking. However, a business can not selectively deny any employee the benefit of FMLA.
FMLA applies equally to all eligible employees working for eligible companies.
