Legal Question in Medical Leave in Florida

I have a friend that lives in California. In short.. her husband had a stroke, they were planning on divorce before the stroke. She stayed because of stroke.. they owned a bar..they lost the bar & also their condo. They are now on the street basically (trying to find a place to stay with friends). He has the mental capacity of a 10 yr old now & she has no idea what to do. He is a VET and she is calling VA.. She wants to find a place for him so she can get on with her life. Can you help? We have no idea where & what she can do at this point. Thanks in advance.
