Maternity Leave and vacation tim

I took 12 weeks of leave without pay for maternity leave, I have 48 hours of vacation time left, they are not approving my vacation time to be off-is this allowed or should I be due my vacation time?

Vacation time is always subject to employer approval unless you have a contract which provides otherwise.
