Bill/statement for initial consultation

I contacted an attorney regarding to see if I had a case or would need an attorney. He asked me to send a couple pages of documents so he could look at them so he could know what I was talking about. He then sent me an email to call him as he would be happy to discuss it. I received a bill 3 days later. At NO time was a fee discussed or anything of the sort. Please advise. I would have never continued with him if I knew he was going to charge me to see if I needed his services.

you should not owe him anything. call him to discuss. it would be tough for him to enforce his "bill"'

If there was no prior agreement, there should be no charge.
