Legal Question in Civil Litigation in Florida
have sent certified mail for court papers to be served and refused, have had police dept try to serve papers with 5 attempts and no results,have paid private processor with 5 failed atempts, what do I do now? I can't just keep spending money for failed attempts,this person knows how to avoid service.I live in Florida isn't there some way to prove to the court I have tried my best to serve civil papers with no results?

I take it you are representing yourself in this matter. The best thing would be to check the Florida Rules of Civil Procedure.
