what does it mean when it says "Counsel for the plaintiff has been in contact with the office of the attorney general and has agreed to vacate the default entered against defendant, wherefore, plaintiff request this court enter an order vacating the default entered against defendant"?

That a default against the named defendant in that Motion is being withdrawn. You dont provide the entire document, so it appears only that the attorney general's office was involved, and likely whatever defendant they represent is having the default withdrawn.
