Legal Question in Civil Litigation in Florida

I have court order phone visitation with my kids in florida and do not recieve them, the calls are not answer but maybe 1 or 2 time a month but I got orders for 3 times a week ... what can I do. My kids custody was given to my sister in florida ... because I had no job ... and she was suppost to be more stable than I ... but in july had to move cause she was evecited ... she recieves saa for them cause there dad od ... so is she more stable if she been evicted and should my kids money be spend wisely in order for them not to be evicted and with out other needs?
