Legal Question in Civil Litigation in Florida

Got engineered wood installed in my Fla condo. One room was treated with a moisture barrier between the concrete and the wood, the other was not. The untreated floor is now showing signs of mold. Installer claims he measured moisture levels in untreated room and felt a moisture barrier was not necessary. Manufacturer does not recommend moisture barrier if levels are ok but does state that a moisture cured urethane adhesive be used. (Don't know if installer used) Do we have a case against installer or contractor?

Get a second opinion re use of barrier in that room. Proceed based on that.
