Legal Question in Civil Litigation in Florida

My Father passed away in 1977 in a Lakeland, Florida jail, he currently is buried in West Virginia, although an autopsy was done on him at the time of death in Lakeland at Gentry-Morrison Funeral home which today still exists today. He was allegedly found hung in a jail cell. He had been beaten by the police and even had a hole the size of a baseball where he was hit with a billy club in the side of his head by these so called officers. It is believed that he was beaten to death then hung in the jail cell to make it appear to be a suicide, my Grandparents who raised me never went to court for this as my Grandma was not able to relive his death again on a stand. What legal justification would there be today for a case like this, or would it even be something that could even be brought to court?

Too much time has passed and, based on the facts, a lawsuit would be barred by the statute of limitations.
