how do i go about filing a civil lawsuit in florida for $20,500 owed plus interest etc.

Thi would be a circuit court matter. Hire an attorney. Doing it on your own is not going to be easy.

Prepare and file with the Circuit Court a proper Summons and Complaint, and have it served on the defendant by the Sheriff. In the alternative, retain counsel.
