You can do a "whois" search of the domain name to obtain the contact information on the website owners. You may have to contact the listed registrar and/or the hosting company to obtain the address of the site owner. You need a physical address to serve the complaint with an approved process server (usually civil service division of the county sheriff) as mailing the complaint is often not sufficient.

You probably should get the company name (it there is a company) and then search the State Division of Corporations for the registered agent.
