I looked into this, and unless there was a decision made at the July 6, 2009, City Counsel meeting, one does not exist. There is an interesting article from the St. Pete Times discussing the need for a city ordinance to allow towing of abandoned vehicles from private property. See http://www.tampabay.com/news/politics/local/article840275.ece?comments=legacy. The issue was scheduled to be addressed at the July 6 City Counsel Meeting, but the meeting minutes aren't published yet. In any event, when the City adopts an ordinance, it will make abandoned vehicles a code violation, and the City will tow/dispose of the vehicles. Under the proposed ordinance, citizens would be able to report the code violation to the appropriate city department who would then take care of it (the proposed time limit is 3 days abandoned before the City can take action). It would not give citizens a private cause of action to remove/dispose of abandoned vehicles.

You will have to call City Hall for the most up-to-date developments on the proposed ordinances.
