Legal Question in Civil Litigation in Florida

I was fined by the board of directors in my community for setting off a firework on the 4th of July. I did not get any letter or notice that the rules were changed a few days before. Do I pay or do I have grounds now to pay?

I would think you have a valid defense of no prior notice. Request a hearing.
