In Florida, can someone legally refuse to return an engagement ring to the person who gave it to them if the engagement is broken by the person who received the ring?

Yes they can refuse. It was a gift and there is no contract which was breached which would support a return of the item. If there are more facts involved, it may change he conclusion.
