In Florida, is service of a Notice of Production from Non-Party by facsimile the same as hand delivery?

Notices of Productoin to Non-Parties are required to be served via subpoena by a process server and although a copy of same may be faxed, solely faxing a copy of the Notice is not valid service under the Florida Rules of Civil Procedure.
